Resolution 

                    RESOLUTION NO. 99-02
        This resolution providesapproval for a project to solicit the partnership of the Department of Housingand Community Development of the State of Maryland in the SMARTCO Federal AutomatedSystems Technology (FAST) Program.

SMARTCO has been providing a vehicle and mechanism for the transfer of excessautomated data and other high technology equipment from the Federal Government tonon-profit organizations in Maryland formore than five years. This equipment is received, inspected, rebuilt, repairedand issued to these organizations at no cost to the organizations.

The organizations include schools, abused persons shelters, libraries, community centersand homeless training locations. In all, organizations across Southern Maryland includingPrince Georges County and Baltimore have benefited from the program. Calvert, Charles andSt. Mary's County have benefited directly as schools in all three counties have received andare using this equipment including computers. All the work described has beenperformed by volunteer labor and donations from the community. Contributions have beenprovided by private industry and individuals both in materials and other resources.

IN particular a location to house the effort has been provided at no cost to SMARTCO.The credits arranged through the Neighborhood Partership Program will insure thecontinuation of these and other contributions from the community businesses and for thecommunities' betterment.

               It is resolved, by the Board of Directors of SMARTCO, Inc., as follows:

               WHEREAS SMARTCO, Inc.,a duly registered not-for-profit corporation registered in Maryland and recognized as a 501(c)3 entity proposesto undertake the project described above (the "Project"); and

               WHEREAS, SMARTCO, Inc. hasapplied to the Department of Housing and Community Development of the State of Maryland for approval of the projectand an allocation of tax credits for business entities that contribute to the Project, under the Department'sNeighborhood Partnership Program, and

               WHEREAS SMARTCO, Inc. approves the Project, now, therefore, be itresolved that the Board of Directors as authorized and elected officers of SMARTCO, hereby expresses approval of theProject, as described above.

               ADOPTED AND APPROVED by the completeBoard of SMARTCO, Inc. on 1 August 1999, as an official act of the Board of Southern Maryland Applied Research andTechnology Consortium, Inc.
